The RCN Scotland written evidence to the Scottish Parliament consultation  on the health bill which included a duty of candour and an offence of wilful neglect
Our written evidence related specifically to Parts 2 and 3 of the Bill on duty of candour and ill-treatment and wilful neglect.

Broadly, we supported the creation of a legal requirement for health and social care organisations to inform people (or their carers/families) when they have been harmed as a result of the care or treatment they have received and support the principles of transparency, honesty and openness.

We did not agree, however, that a new offence or wilful neglect should be created now. This written evidence built on our written response to the original consultation, submitted in December 2014.
