POLICY: Delegated Powers & Law Reform Committee consultation on Framework Bills

RCN Scotland has concerns about increasing use of framework bills, especially the impact on the ability of stakeholders to scrutinise proposals.

RCN Scotland acknowledges that framework legislation has advantages and may be legitimate in some cases. However, our experience to date, particularly around the National Care Service (Scotland) Bill has not been a positive one and our ability to scrutinise proposals has been held back significant by the fact that the legislation lacks basic details about what it is trying to achieve.
